Highlights of The Activities of Factory Inspectorate

During the year 1999-2000, an All India Conference of Chief Inspectors of Factories was conducted in February 2000 and Her Excellency, the Lieutenant-Government chaired the conference.

During the year 2002-2003 about 4 safety seminars (2 in Puducherry, 1 in Karaikal and 1 in Yanam), benefiting 2300 workers in 60 factories were conducted.

  1. On 1st May 2002, one day seminar on "Industrial Safety" in Puducherry was organized for the top executives of the factories.
  2. On 16th December 2000, one day seminar on "Safety Management in Industries" in Karaikal was organized for the top executives of the factories.
  3. On 18th February 2001,one day seminar on "Industrial Safety" was organized in Yanam region.
  4. 30th National Safety Day / Week celebration from 4th to 10th March 2001 was organized by conducting various competitions on "Safety" among Industrial Workers and ITI trainees. Cash Prized and Certificates were distributed. Safety awareness campaign was conducted as well in all the Industrial area / Estates.
  5. One day seminar on "Occupational Safety and Health in Industries" was organized in Puducherry on 10th March 2001 for the top executives of the factories.
  6. One day seminar on "Industrial Occupational Health and Safety" was conducted in presence of Hon'ble Minister for Labour and Labour Commissioner at Karaikal forthe workers in Karaikal Region.
  7. One day seminar on "Industrial Occupational Health and Safety" was conducted in presence of Hon'ble Minister for Labour and Labour Commissioner at Karaikal for the workers in Karaikal region.
  8. The following factories in Karaikal region, won the Annual Safety award in the respective groups for the year 2001-2002.

Annual safety Award was introduced for the factories in group "A", "B", and "C" namely, Hon'ble Chief Minister Rolling Trophy, Hon'ble Labour Minister Rolling Trophy and Labour Secretary Rolling Trophy and a Safety Award Committee Merit Certificate was introduced during the year 2001-2002. The Following Were The Highlights of The Activities During The Year 2003-2004 33rd Safety Week Celebration


The National Safety Day / Week is celebrated every year on 4th March with a view to generate awareness among the public in general and the employees of industrial undertakings in particulars, about the importance of occupational safety and health. In order to ensure that the National Safety Day / Week is observed in a meaningful manner, many activities were organized by the Chief Inspectorate of Factories and Boilers, Labour Department, Puducherry

To mark the celebration of the 33rd National Safety Day / Week this Chief Inspectorate has published the Safety Week message with safety pledge in the leading Tamil and English dailies, local Television channels. Banners on Safety have been displayed at prominent places and industrial estates

As a part of the National Safety Week Celebrations a weeklong campaign from 4th March to 10th March 2004 was organized by the Chief Inspectorate of Factories

The managements of Factories were requested to conduct various programmes on safety such as safety skits, exhibition on safety, screening of safety films and to conduct competitions such as Quiz, slogan writing, debates, essay and elocution among their workers. The state level final competitions on safety for the industrial workers were conducted by this Inspectorate and the winners were awarded with cash prizes. Also the competitions on safety to create awareness among the Trainees of Industrial Training Institutes (ITIs) / Industrial Training Centres (ITCs) located in all the four regions of UT of Pkuducherry have been conducted by this Chief Inspectorate and the state level winners were awarded with cash prized and merit certificates

In Puducherry, around 2300 factories have been registered under the Factories Act, 1948, employing around 66000 workers. The above factories are generally chemical, steel, soap and detergents, plastic, ceramic and other general engineering factories. As a step to educate workers of Hazardous factories, this year "Workshops on Industrial Safety" meant for supervisors / workers of different categories of factories namely chemical, soap and detergents, General Engineering, Steels and Plastic and Leather Industries, have been conducted by this inspectorate and Safety Experts on the above categories have been invited to train the workers on various safety aspects with audio-visual aids. Safety bulletins, prepared by the safety experts were also distributed

Around 500 workers from 200 factories have attended the said workshops and got benefited. In turn these workers will propagate this message of safety to their co-workers at large

As a part of safety week celebrations this inspectorate also arranged for a film show on safety for the benefit of workers and trainees at the auditorium of the Labour Department on 12th March 2004. Various safety films such as fire safety, electrical safety and general safety were screened

The valedictory function of weeklong safety celebrations was conducted on 15th March 2004. During the function, the Commissioner of Labour cum Chief Inspector of Factories, The Chief Inspector of Factories, spoke at length about the importance of safety in the industries and the need to achieve the objective of accident free industrial environment in Puducherry. The Senior Superintendent of Police Thiru Sunil Garge was the Chief Guest and he distributed the prizes and cash awards to the winners of the competitions

The judges of the competitions, safety experts those who trained the workers during workshop sessions were also honored

Annual Safety Awards - 2003

Recognizing the importance of Industrial Safety, Government of Puducherry, in Labour Department has instituted "Annual Safety Awards". The Committee constituted by Government for the purpose has selected three factories, which have contributed substantially for the cause of Safe Work conditions and Environment thereby reducing frequency rate of accidents and maintaining longest accident free period in 2003. Both Management and their labour force had devoted much attention on matters related to Safety by implementing Safety systems and procedures by ensuring Safety awareness among all concerned and also by fulfilling statutory obligations. Therefore Government of Puducherry is pleased to award:
